Is an agrochemical emulsifier the same as a spray adjuvant?

No. An emulsifier is normally built into the pesticide formulation to maintain stability during storage and dilution. A spray adjuvant is commonly added to the tank to improve deposition, wetting, spreading or penetration.

Can the same surfactant be used in EC and SC formulations?
